"Fresh" accounts are accounts that were either created recently, or don't have much of a history of organic activity. Activity by fresh accounts is a frequent signal of Coordinated Inauthentic Activity, either through automation, troll farms, or just an individual user creating a second account to settle a score. As platforms have iterated on their content moderation strategies, many have found that the overwhelming majority of violating content within some abuse categories (particularly spam) are perpetrated by fresh accounts. This suggests a simple solution: don't grant fresh accounts powerful capabilities until they have a demonstrated track record of constructive, human-like, behavior in less critical domains - the basis of the argument for Graduated Features generally.
Since comments are a common venue for internet turf wars and personal vendettas, they're an ideal candidate for a set of functionality to hold back until users have been interacting on the platform (and not causing problems) for a while.
